Запросы жителей европейских
стран на государственную социальную поддержку и их базовые

В статье показано, что базовые ценности значимо
связаны с запросами людей на государственную социальную поддержку.
Между этими переменными существуют парные корреляционные связи,
и эти связи статистически значимы как по Европе в целом, так
и внутри большинства европейских стран. В рамках общеевропейского
массива эти связи сохраняются при контроле социально-демографических
показателей и типа институционального устройства социального
государства.
Ценности Сохранения и Заботы повышают запрос на государственную
социальную поддержку, а ценности Открытости и Самоутверждения
его понижают. Указанные направления взаимосвязей имеют место
как внутри каждой европейской страны в отдельности, так и
внутри страновых групп и в Европе в целом. Это значит, что
обращение людей за государственной социальной поддержкой имеет
два разных ценностных источника - личный и исходящий из интересов
окружающих. Ответственность на государство в большей мере
возлагают те, кто свою личную жизнь строит в расчете на поддержку
со стороны социального окружения (ценности Сохранения), а
также те, кого волнует судьба других людей, и кто поэтому
считает необходимым оказание им государственной поддержки
(ценности Заботы). Точно так же два ценностных источника имеет
и сдержанность человека в запросах на социальную поддержку
государства. Уменьшать ответственность государства за социальную
поддержку населения предрасположены те, кто больше рассчитывает
на свои собственные силы (и привержен ценностям Открытости
изменениям), и те, кто в большей степени нацелен на собственное
благополучие (и привержен ценностям Самоутверждения), а потому
не хочет, чтобы ресурсы, на которые он может претендовать,
передавались другим.
Влияние на социальные запросы со стороны ценностных предпочтений
"Сохранение га Открытость изменениям" в постсоциалистических
странах сильнее, чем в четырех других группах стран, причем
последние по силе этих влияний не различаются. Что касается
ценностных предпочтений "Самоутверждение vs Забота о
людях и природе", то их влияние наиболее выражено в фамилиаристических
(средиземноморских) странах, но и другие группы стран различаются
по силе этих влияний. Мы связываем более сильную выраженность
влияния ценностей на адресованные государству запросы с тем,
что в постсоциалистических и фамилиаристических странах действуют
менее прозрачные правила (перераспределения социальной помощи
и поддержки в сравнении с институционально более продвинутыми
европейскими странами, относящимися к либеральному, консервативному
или социал-демократическому типу устройства социального государства.
Недостаточно прозрачные правила предоставления социальных
услуг и недостаточная информированность людей об источниках
финансирования этих услуг делают запрос на государственную
социальную поддержку более подверженным влиянию ценностей
и субъективных представлений о должном.
Europeans welfare demand and their basic values

Statistically significant correlations exist between
basic values and demand for government welfare intervention
both in Europe as a whole and within most of the European
countries. These correlations keep intact even after controlling
for social and demographic variables and type of welfare
state.
Values of Conservation and Self-Transcendence promote demand
for government welfare intervention and values of Openness
to change and Self-Enhancement diminish it in all the countries,
in all the types of welfare states and in Europe as a whole.
It means that demand for government welfare intervention
stems both from personal and social interest of an individual.
First, government intervention is in demand from people
who rely on the external help and expect assistance in their
persona] life (values of Conservation). Second, government
intervention is in demand from people who care about others
in need and wish the government to be of help to them (values
of Self-Transcendence). Similarly, there are two driving
motivations restraining demand for government welfare intervention.
The government welfare intervention is turned down by the
people who do not want to rely on others and who accept
a responsibility for their own life (holders of Openness
to change values) and by those who do not care about others
in need and are looking for their own profit (holders of
Self-Enhancement values).
The effect of Conservation and Openness values on demand
for government welfare intervention is stronger in Ex-communist
countries as compared to other types of welfare states,
and the effect of Self-Transcendence and Self-Enhancement
values is the strongest one in the Familiaristic (Mediterranean)
countries. Authors think that stronger effect of values
on demand for government welfare intervention in Ex-communist
and Familiaristic countries may be explained by less transparent
rules of (redistribution of state resources in these countries
as compared to institutionally more advanced European countries
of Social-democratic, Conservative and Liberal welfare regimes.
Unclear rules of welfare provision and people unawareness
of sources of welfare state funding in Ex-communist and
Familiaristic countries make a demand for government welfare
intervention more dependent on individual values and individual
conceptions of the proper social conditions.

Динамичность социально-демографического развития
Москвы в течение последних десятилетий вызывает повышенный
интерес к процессам воспроизводства населения российской столицы.
Уникальность современного исторического, геополитического,
макроэкономического статуса Москвы определила ряд специфических
черт трансформации демографического развития города, не укладывающихся
в типовые модели демографического развития крупнейших городов
мира. Стремительный рост численности населения сказался на
изменении позиций города в масштабах макрорегиональных и региональной
систем расселения, отразился на деформации закономерностей
внутригородской пространственной дифференциации демографических
процессов. В данной статье авторы поставили перед собой задачу
сформировать полную картину трансформации демографической
ситуации в российской столице, связав между собой разномасштабные
факторы и закономерности наблюдаемых изменений в воспроизводстве
населения Москвы.
Multiscale analysis of demographic situation transition
in Moscow in the post-Soviet period

The article examines the trends of the demographic and
migration situation transition in Moscow (including fertility,
mortality and migration rate) within the post-Soviet period
at three levels. The special features of the demographic
evolution of the Russian capital city are analyzed against
the background of foreign countries and other subjects
of the Russian Federation. The differentiation of the demographic
evolution within the city of Moscow is examined. A number
of proposals for the improvement of urban social policy
are made based on the results of the study.

Moscow against a background of other biggest Russian
cities: what the statistics show

The article presents the analysis of the development
of Moscow against a background of other biggest Russian
cities based on the recently published data by Federal State
Statistics Service for 2009 and 2010 years. Author examines
17 Russian cities with population over 800 thousand people.
Unfortunately only certain range of social indicators is
available, because all biggest cities (except federal ones)
are municipalities and Russian municipal statistics are
poorer that the regional ones, e.g. the data does not include
indicators of per capita income, deprivation level, the
level of unemployment based on the International Labor Organization
methodology and many others.

Социальная исключенность (social exclusion) отдельных
слоев городского населения стала рассматриваться в качестве
одной из ключевых причин множества современных городских проблем.
В настоящее, время возник новый повод для оптимизма в отношении
возможностей преодолеть социальную исключенность. По большей
части он основан на кажущихся безграничными возможностях информационных
и коммуникационных технологий (ИКТ). Считается, что ИКТ вносят
вклад в экономическое, социальное и политическое измерения
включенности (inclusion). Более пристальное изучение вопроса
позволяет сделать вывод, что лица, определяющие политику,
возлагают слишком большие ожидания на ИКТ как средство решения
проблемы социальной исключенности, однако при определенных
условиях в долгосрочной перспективе ИКТ действительно могут
поддержать политику социальной включенности. Степень, в которой
новые возможности ИКТ могут быть выгодно использованы, зависит
во многом от способности городского управления повлиять на
понимание и применение населением ИКТ, а также от соотнесения
с другими стратегиями в области социальной включенности.
The End of Social Exclusion? On Information Technology
Policy as a Key to Social Inclusion in Large European Cities

Social exclusion of parts of the urban population has
come to be seen as one of the key roots of many contemporary
urban problems. Currently, a new optimism can be observed
about the possibilities of fighting social exclusion, mainly
based on the seemingly endless possibilities of information
and communications technology (ICT). ICT is believed to
contribute to economic, social and political dimensions
of inclusion. Closer inspection leads to the conclusion
that policy makers' expectations of ICT as a solution for
social exclusion need downsizing but, under some conditions,
in the longer run ICT can support social inclusion policy.
The degree to which the new opportunities of ICT can be
capitalized on depends to a large extent on the capacity
of urban management to influence the population's uptake
and application of ICT, and the alignment with other social
inclusion policies.

Social resources of vertical mobility: waiting for modernization

Topicality of the issues of modernization of economy,
society and political system is determined by the dead-end,
in the view of many experts, raw material-based type of
economic development, lack of conditions for honest economic
and political competition, hampered movement of social lifts,
deterring productive vertical mobility. And the stable character
of the ongoing processes is considered as the most positive
feature of the modern stage of socio-economic development
. The article task was to consider, what the basis of the
social stability is and what social processes lay at the
root of it, what direction of vertical mobility corresponds
to it.
It was found out that the growth, although diminishing,
of material well-being of the Russian population is not
symmetrical to the extension of possibilities and perspectives
of vertical mobility With such imbalance, the socio-economic
situation could hardly be regarded as a latently instable
and having no apparent social incentives to modernization.

On the basis of the government statistics data the article
analyses the factors responsible for the reproduction of
personnel potential - the basic resource of modernization.
The author examines the results of the state policy, seeking
to improve engineer personnel qualification and to promote
industrial development. The article makes comparisons between
social sphere and human capital investments in Russia and
European Union countries. The author establishes an interconnection
between the industrial development rates, priorities of
the budget policy concerning science and education and strategies
of the population in their choice of profession and forms
of economic activity.

школьников, посещающих учреждения дополнительного образования
и культурного досуга. На основе данных социологического исследования,
проведенного Институтом гуманитарного развития мегаполиса
в 2012 году, реализовано портретирование потребителя образовательных
услуг, проанализированы основания выбора учреждений и направлений
подготовки, рассмотрены стратегии социализации детей посредством
включения в систему дополнительного образования, намечены
поправления повышения эффективности системы дополнительного
образования детей в столице.
Supplementary education for children in Moscow: consumption
strategies

The article is devoted to the educational strategies
of Moscow families regarding preschool and schoolchildren'
involvement in beyond the classroom leisure and educational
activities at the corresponding institutions. On the basis
of 2012 sociological survey carried by the Institute for
Megapolis Human Development the authors outlined the portrait
of the educational services consumer, the reasons for choosing
the institutions and directions of activity, socialization
strategies for children by way of supplementary education,
and efficiency improvement options for child supplementary
education in the capital city of Moscow.

В статье представлена предложенная зарубежными
учеными адаптация кривой Лоренца для сравнения (не)равенства
различных групп населения, дифференцированных по уровню жизни,
в доступе к системе здравоохранения, фактически оценивающая
воспроизводство экономического неравенства в получении одного
из видов социальных услуг. На данных РМЭЗ - НИУ ВШЭ за 1994-2009
гг. показано, что в России доходное неравенство практически
не воспроизводилось в неравенстве в получении медицинских
услуг. Однако в динамике наблюдается тенденция к увеличению
неравенства в получении амбулаторно-поликлинической помощи,
возрастает значимость экономического статуса домохозяйств
и территориальной близости медицинских учреждений как фактора
получения медицинских услуг.
Differentiation of the Russian population in medical
services obtainment: scales and factors

The article describes the adoption of Lorenz curve proposed
by foreign scientists for comparison of (in)equity of various
groups with different level of life, access to medical care,
estimating the influence of economic inequity on the access
to one type of social services. Using the data of Russian
Longitudinal Monitoring Survey - HSE for 1994-2009 years
the author demonstrated that income inequity did not affect
the level of access to medical care. However, there is a
trend of growing inequity in the access to outpatient care;
the significance of economic status of households and of
the location of medical offices as factors of medical care
obtainment is also increasing.

Разработка программ, содействующих улучшению здоровья
населения, требует понимания не только взаимосвязи между различными
показателями здоровья, но и того, как они соотносятся с более
широкими вопросами образования, уголовным судопроизводством
и другими социально значимыми проблемами. Для того чтобы способствовать
информационному обеспечению политики, необходимы методы, позволяющие
лучше использовать междисциплинарные данные. Применив кластерный
анализ к 30 переменным здоровья и социального благополучия,
мы выделили 5 типов административных единиц, причем плохие
показатели по большинству переменных оказались сконцентрированы
в одном кластере. Основные различия кластеров проявлялись
в значениях следующих переменных: детская бедность, кормление
грудью, детский кариес, подростковая беременность, здоровое
питание, психические заболевания и смертность от туберкулеза
и курения. В кластер с наихудшими показателями в 63% попала
территория Северной Англии, население которой в генеральной
совокупности составляет 15,7% (п=324). Концентрация проблем
в определенных областях создает неравномерную нагрузку, которая
может превосходить кумулятивный эффект индивидуальных проблем.
Такие различия кластеров по здоровью поднимают вопрос о возможности
применения одних и тех же эффективных социальных политик в
регионах, относящихся к разным кластерам.
Using clustering techniques to identify localities with
multiple health and social needs

Development of health promoting policies requires an
understanding not just of the interplay between different
measures of health but also their relationship with broader
education, criminal justice and other social issues. Methods
to better utilize multi-sectoral data to inform policy are
needed. Applying clustering techniques to 30 health and
social metrics we identify 5 distinct local authority types,
with poor outcomes for the majority of metrics concentrated
in the same cluster. Clusters were distinguished especially
by levels of: child poverty; breastfeeding initiation; children's
tooth decay; teenage pregnancy; healthy eating: mental illness;
tuberculosis and smoking deaths. Membership of the worst
cluster (C5) was focused in Northern England which contains
15.7% of authorities analysed (n=324), but 63.0% of those
in C5. The concentration of challenges in certain areas
creates disproportionate pressures that may exceed the cumulative
effects of individual challenges. Such distinct health clusters
also raise issues of transferability of effective policies
between areas with different cluster membership.

Climate change, double injustice and social policy.
A case study of the United Kingdom

The groups and populations likely to be most harmed
by climate change are the least responsible for causing
it and have the least resources to cope with the consequences-
this is the "double injustice". It forms the background
to climate negotiations between governments representing
countries of the North and the South, but it also occurs
within nations across the world. In light of this phenomenon,
what are the distributional implications of current, fairly
ambitious, policies to decarbonize the economy? Based on
research within rich countries of the Organization for Economic
Development and Co-operation (OECD), and building specifically
on UK studies and data, this question is answered in two
parts: within the Kyoto framework and beyond it. This paper
complements the author's Report for the British Council
on Climate Change and Public Policy Futures.
The United Kingdom is legally committed to reduce emissions
of greenhouse gases by 80 per cent by 2050, compared with
the base year of 1990. The European Union has similar collective
commitments. These drastic targets are to be implemented
via a wide range of carbon mitigation policies (CMPs). This
paper considers the social dimension and distributive implications
of these policies, and how these might be tackled.
First, the paper finds that many CMPs in the United Kingdom
are highly regressive, notably those where energy companies
are "obliged" by government to improve energy
efficiency and increase renewable energy, the costs to be
met by increasing energy prices for domestic and business
users. Since energy is a basic good, it comprises a far
higher share of spending in lower income households: thus
such cost hikes are regressive. CMPs bear more heavily on
poorer households.
It is impossible to fully recompense lower income households
for these cost increases via social benefits, tax allowances
and credits because of the heterogeneity of their circumstances
and their dwellings. Thus alternatives are sought on grounds
of social justice and/or to prevent sustained political
opposition to further carbon mitigation policies.
The only secure route out of this dilemma is to consider
additional policies: introducing a special low income price
index and ''social" energy tariffs which charge less
for the first blocks of energy use and more thereafter.
The latter would entail reversing the liberalization of
energy markets of the past three decades. But the essential
policy is a huge increase in "eco-social investment',
mass retrofitting of the housing stock and the deployment
of radical conservation measures. These might compete fiscally
with existing state social expenditures in times of fiscal
stringency.
The second part of the paper goes beyond the Kyoto framework
to consider total consumption-based emissions within the
United Kingdom, including those embodied in imports from
the rest of the world. The gap between the two is remarkably
wide: the United Kingdom consumes one-third more carbon
than it produces and one-half more greenhouse gases (GHGs).
With globalization the North has exported a significant
part of its GHG emissions to emerging market economies,
such as China.
What are the distributional patterns of consumption-based
emissions in the United Kingdom and how might they be curbed?
This paper presents a new analysis showing that household
income is a major driver of emissions per person, alongside
household size and employment status. But the income elasticity
of emissions is low, so that again they constitute a higher
share in low-income households. Thus higher carbon taxes
or tighter carbon allowances would again impinge on households
in a regressive way: they would bear more heavily on low-income
households, single-person households and workless households.
To combat this, the author argues, would require the more
explicit integration of climate mitigation and social justice
goals. Three radical options are considered: personal carbon
allowances and trading, reduced working time, and the taxation
of consumption and income. Each raises issues of implementation
and knock-on effects, but together they point the way. To
combine a green economy with a fair social dimension would
entail integrating the redistribution of income, time and
carbon. The double injustice of climate change within developed
nations discussed in this paper also has implications for
double injustice both between nations on a global scale
and within developing nations. At the global level, the
faster rate of growth of developing Asia and other emerging
market economies over the past two decades, coupled with
severe deflationary prospects in much of the North, points
to a new era
of catch-up and convergence in income levels-relative, if
not absolute. This will apply to consumption and emissions
too. It will mean that a greater share of the emissions
produced in countries such as China will be consumed within
their borders, rather than incurred to benefit Northern
consumers.
But while inter-national inequality is starting to decline
(thus changing the international distribution of emissions),
intra-national inequality continues to increase in both
poor and rich countries. As China and others prepare to
participate in a post-Kyoto institutional framework to regulate
GHG emissions, it will be essential to ensure that the burden
of carbon and other cuts is not imposed on the poorest.
There is therefore a need for further research into the
distribution of emission s by income, household composition
and other relevant variables within countries in the South,
and to model the distributive impacts of various policies
to restrain GHG emissions. Such research could draw on the
sort of experience in developed economies presented in this
paper.
Compared to the conditions of strong economic growth and
the export of carbon emissions in which welfare states emerged
in the North, today's world of much slower growth and of
rising clamour to correct the emissions deficit will require
a profound reshaping of welfare states in the twenty-first
century. In sum, social policy would need to be further
integrated with carbon mitigation policies, and new forms
of policy coherence will be needed.
