Европа и Центральная Азия относится к числу регионов
с самым старым населением в мире. В частности, Европа приближается
к окончанию демографического перехода и стабилизации населения.
В свою очередь, пока еще относительно молодое население Центральной
Азии быстро следует за Европой.
Старение населения, как правило, является источником
беспокойства в обществе - с учетом потенциального роста затрат на
здравоохранение и пенсионное обеспечение, увеличения числа иждивенцев,
замедления экономического роста, неустойчивости дефицита государственного
бюджета, а также усиления напряженности в межпоколенческих взаимоотношениях.
Демографические тенденции зачастую рассматриваются как непреодолимые,
или же как неизбежная причина роста экономических издержек.
В регионе Европы и Центральной Азии для поддержания
активного долголетия и здорового продуктивного старения необходимы
адаптивные меры по многим направлениям государственной политики.
Сюда включаются не только реформы систем межпоколенческих трансфертов
и пенсионного обеспечения. Такие меры, среди прочего, должны охватывать:
перенесение акцента в системах здравоохранения на профилактическую
помощь, первичное звено медицинской помощи и расширение диагностики;
реформирование систем образования для развития когнитивных навыков,
необходимых для обеспечения продуктивной занятости в течение более
продолжительной трудовой жизни; а также реформирование институтов
рынка труда с тем, чтобы женщины имели возможность сочетать семью
и карьеру, а люди старших возрастов могли работать по гибкому графику.
В докладе ставится задача лучше понять процесс старения
и его связь с экономикой и в итоге определить ориентиры для принятия
стратегических решений. Самый большой риск несет с собой не старение
как таковое, а нежелание или неспособность адаптироваться к нему.
Лица, ответственные за формирование политики, могут ответить на
существующий вызов и воспользоваться возможностями, предлагаемыми
старением общества, за счет облегчения поведенческой адаптации.
При таком развитии событий регион Европы и Центральной Азии однажды
сможет вступить в "золотой век старения", когда все люди
будут жить долгой, здоровой, активной и обеспеченной жизнью.
